However, we require further clarification to question 1g in regards to
“new housing developments”.
Can you please provide us with more detail in regards to the above
question (Q1g) Are you requesting ALL new houses built in Golden Bay? And,
if so, for what time period?

Council is developing a Speed Management Plan which it plans to complete
public consultation on this financial year (2023/24)

This part of your request is refused on administrative grounds under
section 17(f) of LGOIMA because the information requested cannot be
made available without substantial collation or research. For the
purpose of implementing these strategies, plans and policies there
have been numerous meetings and workshops held with our communities
and staff.
Where responses would involve substantial collation and research and are
to be refused on that basis, there is an obligation, under section 17(A)
of LGOIMA, to first consider whether raising a charge and/or extending the
statutory timeframe would assist in granting the request. In this
instance, neither would be appropriate because resources are not available
and diverting staff time to the production of this information would
unreasonably interfere with Council’s other operational business.
Furthermore, we do not believe there is a wider public interest or benefit
to Council’s operations to justify the work involved.
Similarly, with regard to question 1g, new housing developments, even in
its revised form, a response would require substantial collation and
research and so is also refused on administrative grounds (s.17(f)), with
the same considerations as above.

seek an investigation and review by the Ombudsman. Information about how
