I would like to know how many meals provided through the Healthy School Lunches programme go to waste / have gone to waste since its initiation, per region. I have seen leftover meals being redistributed in community hubs which makes me wonder how valuable the programme is if so many meals aren't eaten by the students.

OIA: 1318260 – Waste from Healthy School Lunches programme

Thank you for your email of 25 September 2023 to the Ministry of Education
requesting the following information:

how many meals provided through the Healthy School Lunches programme go to
waste / have gone to waste since its initiation, per region. I have seen
leftover meals being redistributed in community hubs which makes me wonder
how valuable the programme is if so many meals aren't eaten by the
students

Your request has been considered under the Official Information Act 1982
(the Act).

The Ka Ora, Ka Ako programme is designed to provide one lunch per student
per day. The programme's definition of 'food waste' is where a lunch is
partially eaten. In addition to 'food waste' there may also be 'surplus'
lunches, which is defined as an untouched lunch.

I understand that there may be times where there is a 'surplus' as part of
the programme, for example when students are absent from school. Schools
tend to order lunches based on their school roll, and it is their
responsibility to keep their supplier informed with the most up to date
student numbers and information on any medical or religious dietary
requirements. Surplus lunches can be offered to ākonga in a range of ways,
including as seconds during lunch time, afternoon tea, after school clubs
or to be taken home. Some schools also donate surplus to community groups.

The Ministry of Education does not require schools to report on either
'food waste' or 'surplus' lunches from the programme. I am therefore
refusing your request under section 18(g) of the Act as the information
requested is not held by the Ministry, and I have no grounds for believing
that it is either held by, or more closely related to the functions of,
another department or organisation subject to the Act.

The programme does collect some data from schools | kura and suppliers at
the end of each term via a survey, however this is optional for schools |
kura to complete. These surveys ask a range of questions about the
programme, including what is done with surplus lunches and the average
number of surplus meals. The survey is not mandatory for schools | kura
due to the administrative burden. The programme uses the self-reported
data from these surveys to support schools | kura and suppliers to improve
provision. 

A recent Budget 2023 Information Release by Treasury has reported data
regarding surplus for Term 4 2022 from Ka Ora, Ka Ako:

This information was provided with the caveat that it was collected from
self-reported term 4 survey data. In term 4, 2022, 264 schools responded
to the survey, which was about one quarter of participating schools. An
average of approximately twelve per cent surplus was self-reported by
schools and kura for the period. Based on the 542 schools that responded
to the survey in Term 1, 2023 (fifty-four per cent of schools) in the
programme, schools and kura self-reported that for every 100 learners that
receive a lunch there were nine surplus lunches, and that eighty-two per
cent of schools redistribute at least a portion of their surplus to
learners during the day or to take home for later.  

In 2022, the Ka Ora, Ka Ako programme trialled an approach to better align
lunch orders with attendance and, in turn, reduce the amount of
surplus lunches schools have to manage resulting from the programme.​ This
year the ordering approach was rolled out in schools | kura receiving
lunches from an external supplier with over 200 ākonga. The impact of this
approach is still being analysed.
