Names and details of health NGOs funded by Te Whatu Ora
Shaun made this Official Information request to Health New Zealand
Response to this request is long overdue. By law Health New Zealand should have responded by now (details and exceptions). The requester can complain to the Ombudsman.
From: Shaun
Dear Health New Zealand,
I'm looking for a list of funded NGOs that provide health (or health adjacent) services. Ideally this list would include the name of the organisation, contact details, its location/area of operation, the services it provides, and any criteria for accessing the service (specialist referral etc.).
Happy to be directed to a public directory of this information if it exists.
Yours faithfully,
Shaun

Tēnā koe Shaun
Thank you for your email of 4 September 2023 requesting the following
under the Official Information Act 1982 (the Act):
I'm looking for a list of funded NGOs that provide health (or health
adjacent) services. Ideally this list would include the name of the
organisation, contact details, its location/area of operation, the
services it provides, and any criteria for accessing the service
(specialist referral etc.).
Happy to be directed to a public directory of this information if it
exists.
This email is to let you know that Te Whatu Ora needs more time to make a
decision on your request.
Unfortunately, it will not be possible to meet that time limit and we are
therefore writing to notify you of an extension of the time to make our
decision, to 31 October 2023.
This extension is required because consultations necessary to make a
decision on your request are such that a proper response cannot reasonably
be made within the original time limit.
If you have any questions, please contact us at [1][Health New Zealand request email]
If you are not happy with this extension, you have the right to make a
complaint to the Ombudsman. Information about how to do this is available
at [2]www.ombudsman.parliament.nz or by phoning 0800 802 602.
Ngā mihi,
Te Whatu Ora Ministerial Team

Please find draft response below for your review and approval.
As we discussed late last week, I have checked with HSS, Commissioning and
Sector Operations and none have any material for this.

Hi Alex,
I think you may have posted the wrong response? In any case I can't access the referenced attachment.
It looks like the response is that the information does not exist/can't be found. I'm happy to open a new thread if that is helpful or necessary, but I would like to make a follow up request:
I understand there is a network of Health NGOs, and that these NGOs are funded (at least in part) centrally. If that is the case, it seems odd that there is no centralised list or oversight of those agencies.
Is it correct to say that Te Whatu Ora is responsible for certifying/endorsing and funding (partly or wholly) Health NGOs, but do not maintain a database of what those agencies are and what they do?
If that is incorrect, what level of involvement or oversight does Te Whatu Ora exercise?
Thanks very much,
Shaun

Hi Shaun,
Apologies for the confusion and part of the response sent in error to you.
At this point, we estimate that over 40 hours of work has been carried out on your request. Despite this, we still haven’t identified any documents that are within scope of your request. To do so would take considerably more resources to answer your request as it currently stands.
However, thank you for offering to open up a new query thread. We will send a response to you for this new query as soon as possible.
Ngā mihi
Alex

Information held by a contractor to an OIA organisation is deemed held by that organisation, if it is in the contractor's capacity as contractor.
Healthline contracts to Te Whatu Ora
I would take this to the ombudsman Michael Cleary has a history of intentionally obstructive (look at previous OIA requests)
From: Shaun
Dear hnzOIA,
Thank you for the response. The list of agencies provided in attachment 1 does appear to answer the thrust of my original request (it looks like this response may have been posted to the older request thread).
In my initial request I asked for some details about the funded NGOs - name, contact details, area of operation, services provided, and access criteria. Now that a list has been generated, is it possible to also provide these details? Or alternatively understand the reasons for refusing that part of the request?
I appreciate this has asked for information that is apparently difficult to collate - I am grateful for the work that has gone into this.
Cheers,
Shaun
Yours sincerely,
Shaun
