Thank you for your email of 28 November 2023, asking for the following under the Official
Information Act 1982 (the Act):
1. Does TWO know/have a list of all of the NGOs it has certified and/or funded? (not
overly concerned about timeframes, current or active is fine)
2. If not, how is the information held in such a way that makes it impossible to generate
a list?
3. Does TWO know how many NGOs it has certified? (if so, how many)
4. Does TWO know how much funding has been provided to NGOs? (if so, how much)
We have answered your questions by separating certification and funding and by providing
the information that we can provide and suggestions on publicly available information that
we believe should assist you.
Funding
Te Whatu Ora | Health New Zealand contracts with a range of external and third party
providers for a variety of health and other services.
These are not classified in the Te Whatu Ora commissioning system in a way that identifies
which of our providers are non-governmental organisations (NGOs) and which are not. We
are providing what we can in response to this part of your request, but must refuse that part
of your request asking for a list of NGOs, under section 18(g) of the Act as the information
you have requested is not held by Te Whatu Ora and we have no grounds to believe that the
information is held by another entity subject to the Act.
We can provide a list of the third parties we contract with to deliver publicly-funded health
services. Please see Attachment 1, which is a list of those third parties contracted by Te
Whatu Ora as at June 2023.
This is a partial response to your request as we are advised that this list excludes those
which are Client Claim Payment System and Proclaim providers. These providers are
largely individuals and we have decided these are out of scope of the request as we have
interpreted it.
Note that decisions about funding a provider are most commonly made through a Request
for Proposal process via the Government Electronic Tendering System (GETS). Any
provider can register on GETS to find out what services we are currently tendering for.
Tendering is a robust process guided by the government rules of purchasing. More

Certification
Te Whatu Ora | Health New Zealand does not certify all third party providers. However, there
some providers that are required to go through a certification process with HealthCERT, a
part of the Ministry of Health Manatū Hauora which is responsible for ensuring hospitals, rest
homes, residential disability care facilities and fertility providers provide safe and reasonable
levels of service for consumers, as required under the Health and Disability Services
