Dear Nic Lane,

The Ministry has begun scoping within the parameters of your request and due to the large time frame and broadness of the subject matter, at this stage it is likely to be refused under section 18(f) of the Act as substantial manual collation would be required to provide.

As such, we suggest that you refine your request to enable us to provide the information you are seeking. We recommend refining your request, for example, by requesting:

- A shorter time frame
- A specific subject or topic within the correspondence
- Correspondence directly between the Ministry and People First NZ (e.g. excluding correspondence the Ministry is cc'ed into)
