Under the Official Information Act 1982 could I please request copies of any contract reports, including narrative reports, prepared by housing providers (including emergency housing, transitional housing, housing first, rapid re-housing, and community housing) contracted by HUD, who have clients under 25 or support whānau with children, for the 2022-2023 financial year? I am uninterested in financial reporting or any personal/identifying details of clients or staff. I am particularly interested in contract reports that give information relating to:

- Approaches providers have identified as being effective (particularly any that relate to children and young people under 25)
- What doesn’t work, or hinders their ability to effectively carry out their work (particularly in terms of contracting requirements and constraints)
- Suggestions of improvements that could be made, or opportunities to improve support and delivery
- What extra support providers are giving to clients beyond what they’re contracted to deliver
- Generalised successes and challenges for clients and the interventions or activities linked to these
- Generalised client satisfaction and generalised reasons for exiting services

Te Tûâpapa Kura Kâinga - Ministry of Housing and Urban Development (the
Ministry) holds contracts with approximately 70 registered Community
Housing Providers (CHPs), 90 registered Transitional Housing (TH)
providers, 13 Contracted Emergency Housing (CEH) providers, 17 Housing
First providers, and 10 Rapid Rehousing partners.

The Ministry requires reporting from all contracted housing service
providers at regular intervals in order to monitor their performance, with
specific requirements assigned to each type of service. These reports
frequently include at least some of the information you have requested.

The Ministry has identified that the number of documents likely to be
identified as in scope of these parts of your request would require
substantial collation to respond to and are likely to be rejected under
section 18(f) of the Act, as the information requested cannot be made
available without substantial collation or research. As such we ask that
you narrow the scope of these parts of your request, such as by providing
the following:

* More specific keywords to narrow the number of results of your
request, and/or
* a narrower timeframe.

You may also wish to consider reframing your request to seek programme
level evaluative information.

The Ministry has published several evaluation reports for CEH, Housing
First, Rapid Rehousing and Sustaining Tenancies services which you may
find useful when considering refinement:

Depending on your response, the Ministry may consider:

* refusing these parts of your request under section 18(f) of the OIA as
the information cannot be made available without substantial collation
or research
* extending your request under section 15(1)(a) of the Act as research
and collation necessary is such that the original time limit would
unreasonably interfere the with day-to-day operations
* asking you to further refine your request.

Please note that any clarification or amendment of a request is considered
to be a new request for the purpose of calculating the maximum statutory
timeframe for response—see section 15(1AA) of the OIA.

Information Act 1982 request to the following:
 
Could I please have reports relevant to the first four bullet points
mentioned for just Housing First and Rapid Rehousing providers at a
programme level, if possible for the initial time period requested. If
that requires too much collation, then the first quarter and final quarter
reports will suffice.
Te Tūāpapa Kura Kāinga - Ministry of Housing and Urban Development
contracts do not require Housing First and Rapid Rehousing providers to
submit quarterly reports of the nature you have requested, but many still
provide narrative quarterly reporting to the Ministry, based on previous
contract requirements.

These reports most closely fit the refined scope of your request. We
therefore propose to provide to you the most recent quarterly narrative
reporting that we have received from each of our Housing First and Rapid
Rehousing providers for the 2022-23 financial year.

Can you please advise if you accept this proposed refinement.
