I refer to your OIA request received by Police on 5 January 2015.

 

This email is to invite you to identify the precise information you
require that Police might reasonably respond to under the OIA.

 

You requested:

 

A list of all traffic offences recorded by NZ Police since 1 July 2010
until as recent as possible. The information should include the following:

·         Traffic offence code

·         Date and time of offence

·         Location of offence

·         Fine amount (zero if not applicable)

·         Amount paid (if available)

 

The list should include infringements caught by speed camera.

 

In its current form your request is likely to be refused as the Police
data capturing system is not designed to manage a request of this size.
Initial estimates are that there are in excess of seven million offences
that are within the scope of your request.

 

Please note that if your request is not revised then the most likely
outcome is that it will be refused under section 18(f) of the Official
Information Act 1982 on the basis that the information requested cannot be
made available without substantial collation or research.  Put another way
significant Police time and labour resources, that cannot reasonably be
made available for this purpose, will be required to meet the request in
its current form. 

 

The parts of your request that ask for information relating to date and
time of offence and the location of offence would also be refused pursuant
to section 9(2)(b) of the Official Information Act 1982 in order to
protect the privacy of natural persons, including that of deceased natural
persons, as the information requested could be used to identify people.

 

Police look forward to hearing from you in relation to the scope of your
request. 

 

Please confirm you receipt of this request for clarification, and your
revised request or intention to withdraw your request by return email or

Thank you for your revised request. You request is underway however an issue has arisen due to the different ways that Police record different sorts of offences.

Police can provide Region, City and suburb for infringements i.e. lower level offences that are typically dealt by way of an infringement notice but cannot provide that type of detail for proceedings. Proceedings are more serious offences that result in a prosecution being undertaken and are recorded to station level i.e. the Police station closest to the event..

Police can provide both types of data to station level. Please let me know if you would like the data to be provided to station level or if you would prefer the infringements by region, city and suburb, and the proceedings by station.
