This notification is a request for information through the Official Information Act 1982.

I note that the 2023-24 Draft Annual Plan contained on page 26 the following “21 Automated Number Plate Recognition cameras will be installed across the city, providing real notifications to police when a stolen vehicle or vehicle of interest is sighted.
This affords the police a significant intervention opportunity to prevent vehicle assisted crime.”

This is a request that the Hamilton City Council release official documentation and correspondence relating to the following questions:

1. What public consultation was conducted on the decision to install Automated Number Plate Recognition cameras?

2. How and when were the residents and ratepayers of Hamilton City informed of the plan to install Automated Number Plate Recognition cameras?

3. When were the Automated Number Plate Recognition cameras installed?

4. Which organisations will have direct or indirect access to the data or footage collected by the Automated Number Plate Recognition cameras?

5. Has there been any discussion, planning, or correspondence within the Hamilton City Council concerning the future use of Automated Number Plate Recognition cameras for generating revenue, imposing fines, enforcing permits, mode filtering, enforcing zero emissions zones, imposing congestion charges, or traffic filtering?

6. How long does the system(s) connected to cameras around Hamilton City store data about number plates and the movements of vehicles with those number plates?

Can the Hamilton City Council provide all the correspondence and official documentation which relates to the matters raised in the above six questions?

Our Response:

LGOIMA requires that we advise you of our decision on your request no
later than 20 working days after the day we received your request.
Unfortunately, it will not be possible to meet that time limit and we are
therefore writing to notify you of an extension of the time to make our
decision, to 8 September 2023 in respect of your questions 1 – 6 above.

 

Our Technical Support team have completed a search of Council records and
have advised that there are approximately 50,286 items of correspondence
that could relate to your request for information in relation to number 7
above. For this reason, your request may be refused in accordance with S
17(f) of LGOIMA – substantial collation.

 

Staff ask that you consider refining your request for all correspondence
to be more specific so we can reduce the amount of correspondence required
for review by close of business 5 September 2023.

Our response:

 

1.                   What public consultation was conducted on the
decision to install Automated Number Plate Recognition cameras?

There was no public consultation on the decision to install Automated
Number Plate Recognition cameras in the city.

 

2.                   How and when were the residents and ratepayers of
Hamilton City informed of the plan to install Automated Number Plate
Recognition cameras?

Residents and Ratepayers were not informed of plans to install Automated
Number Plate Recognition cameras.

 

3.                   When were the Automated Number Plate Recognition
cameras installed?

Council Parking Unit vehicles fitted with Licence Plate Recognition
Cameras were first purchased in September 2021.  Operating systems,
compliance routines, training and occupancy surveys have been under
development since. The first Crime Prevention Automated Number Plate
Recognition camera was installed in December 2022

 

4.                   Which organisations will have direct or indirect
access to the data or footage collected by the Automated Number Plate
Recognition cameras?

·         Council holds the Automated Number Plate Recognition footage and
data with access limited to authorised staff only. The police have direct
access to the number plate data only.

·         Direct access to Council Parking Licence Plate Recognition data
and images is limited to Council and two companies that supply the systems
for the purposes of managing parking compliance and assessing parking
occupancy.  They are Datacom and Arthur D Riley.

 

 

5.           Has there been any discussion, planning, or correspondence
within the Hamilton City Council concerning the future use of Automated
Number Plate Recognition cameras for   generating revenue, imposing fines,
enforcing permits, mode filtering,    jfhj,hvj  enforcing zero emissions
zones, imposing congestion charges, or traffic filtering?

Council Crime Prevention Automated Number Plate Recognition cameras are
intended to improve safety outcomes for the city and its residents.  There
have been no discussions about generating revenue, imposing fines,
enforcing permits, mode filtering, enforcing zero emissions zones,
imposing congestion charges, or traffic filtering with these cameras. 
Council Licence Plate Recognition cameras will be used to improve the safe
working environment of Parking Wardens. This will be done to deliver
existing compliance routines and to improve the safety of road users
around the city in support of Access Hamilton and City Transportation
initiatives.

 

5.                   How long does the system(s) connected to cameras
around Hamilton City store data about number plates and the movements of
vehicles with those number plates?

Hamilton City Council stores the footage for 30 days.
