Funding of public transport concessions
Daniel Farrell made this Official Information request to Otago Regional Council
The request was successful.
From: Daniel Farrell
Dear Otago Regional Council,
I am after information regarding the funding of tertiary
public transport concessions in the Council's catchment area. In particular, I
want to know where funding for these concessions comes from, and
how much each party provides. If specific numbers are unable to be
provided then percentages are fine.
To be clear, I want to know where the funding comes from for the
concession only, not where any funding for the entire bus trip
comes from.
Yours faithfully,
Daniel Farrell

Dear Gerard Collings,
I am writing to follow up on my OIA request dated 30 December 2014.
I am yet to receive a response to this request. My understanding is that the deadline for a response passed on February 13th. It is my hope that I will receive a response quickly, so I do not have to make a complaint to the Ombudsman. However, if I do not have a response or reasonable explanation for not receiving one by the end of this week, I will have no choice but to do so.
Yours sincerely,
Daniel Farrell

The tertiary concession in Dunedin was implemented on a trial basis at the
beginning of last year.
There is no straight payment of the concession unlike the supergold
concession where the Crown reimburse the operator a set percentage of the
Adult Cash fare.
However in introducing the concession Council did agree if required to
underwrite to the level of revenue received by the operators from adult
fares in the 12 months immediately preceding the trial. Any entitlement
is calculated quarterly and the contractors contract payment adjusted
accordingly.
All contract payments are paid by Council. For which we currently are
reimbursed by NZTA at a rate of 50%.
Please note that future increases in patronage, revenue, and fares will
mean that there will be no payments i.e. the underwrite will be absorbed.
I trust the above response adequately covers your request.
Yours Sincerely
Gerard Collings
