Dear Accident Compensation Corporation,
In ACC's response on 25 May 2020 (GOV-004700), ACC stated:
"When ACC receives an ECA’s advice in relation to a Treatment Injury claim, it is assessed by a Treatment Injury Cover Specialist (TICS), who is a registered health professional. The TICS considers the advice and whether it answers the questions posed to the ECA in the letter of agreement. They will also consider the quality of the report at this time. Feedback is provided to the ECA if required."
In ACCs "Seek External Clinical Advice v9.0" document, the tasks are assigned to two roles: Specialist Cover Assessor and the Recovery Administrator.
Thus, are you saying that the "Specialist Cover Assessor" is the same as a "Treatment Injury Cover Specialist" and that all Specialist Cover Assessors are registered by the Medical Council of NZ as physicians.
If not, please provide me the policies, guidelines, rules and other documents regarding the review of client medical records and the review of external clinical advisor (ECA) reports by the TICS, to ensure that the reports meet the High Court Rules and the MCNZ standard titled, Conducting medical assessments for third parties.
Please provide me with the job description and requirements for the roles of Specialist Cover Assessor and Treatment Injury Cover Specialist.
Thank you for your time. I am appreciative that ACC helps the public better understand ACCs processes.
If I may offer a suggestion, it would be invaluable if ACC were to make all policies, guidelines, forms, and decisions tools publicly available, rather than only available through ACCs intranet. This should only require a change of settings in ACCs systems from private to public. This would certainly allow your team to work on the requests that require information gathering, such to answer statistical type questions. This seems to me a better use of your valuable time. Just some food for thought.

Dear Government Services,
I am writing to follow up on the response I received (GOV-026138) and which is also posted on ACC's website.
You have stated "Specialist Cover Assessors must be registered health professionals (not necessarily physicians) and are bound by the competency and conduct standards set by their relevant professional body. For example, nurses are bound by the Nursing Council of New Zealand."
Please verify my understanding is correct. It is my understanding that ACC is stating that in order for a Specialist Cover Assessor (SCA) to be employed by ACC and to maintain employment with ACC, the SCA must maintain their registration with one of the recognized health professions set out in section 7 of the Accident Compensation (Definitions) Regulations 2019. That to qualify for a role as a SCA, it is not sufficient to have just studied in a particular health profession, but that the SCA must have practiced in their registered health profession and maintain competency and registration while being employed at ACC.
Since Team Leaders of SCAs must reviews and assess the quality of work by SCAs, it would follow that all Team Leaders for SCA's (levels 1 and 2), must also maintain their registration as health professional.
If I have misunderstood, please clarify. Please list the job titles, for each department (including the name of the department), of all employees that must maintain a current registration as a health professional, as described under section 7 of the Accident Compensation (Definitions) Regulations 2019, in order to be employed at ACC.
Please provide all documents of conditions of employment for persons ACC require to be registered health professionals. Please provide documents as to how ACC deals with employees who fail to maintain their registration as health professionals. Please provide me with the documents which outline how ACC verifies registration, the frequency of verification of registration, and assessment of good standing as a registered health professionals.
Please also provide documentation of ACC employment agreements, pertaining to acting in accordance with ACC's policies and the law.
I ask for clarification, pursuant to not just the OIA (ss 21-24), but also the Code.
Thank you for your help and all the effort you and your team put in to provide the public with accurate answers to our questions.
