Dear Auckland Transport,

I trust this message finds you well. As a concerned citizen and an active participant in our shared transportation network, I am reaching out to you under the provisions of the Official Information Act 1982 to gather details concerning the timing protocols of traffic signals at two key intersections within the Auckland transport network.

Specifically, I've observed a disparity in the traffic light durations at the intersections of Lincoln Road and Central Park Drive, and further along at the Lincoln Road and State Highway 16 interchange during the early morning period, around 5:30 AM.

At the Lincoln Road and Central Park Drive intersection, the duration of the green signal is approximately 30 seconds for northbound traffic. However, just 100 meters further on Lincoln Road at the State Highway 16 interchange, the green light duration reduces to an estimated 20 seconds. I've noticed that this significant difference contributes to a congestion that seems disproportionate compared to other parts of Auckland at this early hour. This issue is not only an inconvenience for motorists but raises questions about equity in Auckland's traffic management.

In light of this, I respectfully request the following information to gain a better understanding of the reasoning behind these light timings and their impacts on traffic flow:

1. What criteria are used to establish the green signal duration at these intersections, particularly during the early morning hours?
2. Have there been any recent traffic studies or surveys carried out to validate the current timing of these signals? If so, could you provide an overview of their findings?
3. Has Auckland Transport received any feedback or complaints regarding these specific traffic lights' timings? If yes, could you summarise the nature of the feedback and Auckland Transport's response?
4. What actions, if any, has Auckland Transport undertaken to mitigate the traffic congestion caused by the shorter green light duration at the State Highway 16 interchange?
5. How does Auckland Transport ensure fairness and efficiency across different areas of the city when setting traffic light timings, especially in early hours when the volume of traffic might be less but the impact on individuals could be significant?
6. Does Auckland Transport have any plans to adjust these traffic light timings to improve traffic flow during these hours? If so, what are these plans?
7. Could you share any data demonstrating the impact of current light timings on traffic flow and average commute times at these particular intersections?
