Dear Chris Walker  
I am writing to acknowledge receipt of your information request, dated 23

Kia ora Chris,

I am writing to seek refinement of your request for “full transcripts of
any internal emails, heads-up messages, or other communications from FENZ
to other agencies (Parliament, NZ Police, Wellington Free, etc).”

We have taken your request to be asking for information related to the
Loafers Lodge incident, please confirm if that is not the case.
 
Given the nature of the incident, there was a large amount of messaging
sent internally immediately following the incident. The bulk of this
correspondence is messages of support to our people, however given the
number of people at Fire and Emergency, this is thousands of emails.
Furthermore, your request captures a very large amount of correspondence
that mentions Loafers but is not at all relevant to the incident or
subsequent post incident analysis.

 

For example, an email sent to all Fire and Emergency employees regarding a
basketball tournament in Hamilton, begins with a message of support
regarding the Loafers Lodge Incident. Your request also captures a vast
amount of correspondence with media outlets seeking updates, including OIA
requests. There is also correspondence related to setting up subledger
codes to capture costs, arrange invoices for food and toilets etc. A vast
amount of information is BAU work that does not provide any information
regarding the incident but is in scope as currently framed.

Given we would be required to consult with a huge number of people to
process the information identified to date (likely to be hundreds of
people, not including consultation with anyone external who’s information
is in scope)  I ask that you reduce the scope of your request
significantly to avoid a substantial collation and research decline.  

We propose refining your request to be for “all information both internal
and external, regarding the Loafers Lodge response and debriefs, from when
the incident started in May 2023, to Friday May 19, 2023. Please let us
know if you would like us to proceed with that request.
