Dear Wellington City Council,
A recent note on the Wellington City Council facebook group noted that there are
"Still some vacancies in our third Te Kainga rental building"
As usual 90% of the comments on the post were alluding to the fact that this really doesn't stack up for the ratepayer despite a post from Wellington City Council saying "Wellingtonians have told us they need more housing options" - the reason you get 90% negative comments are because you gerrymander the questions to get the outcome you want, complete the project, go more into debt, pass the costs onto the ratepayer and destroy our city with wasteful spending because you don't actually "consult", and when you do you go ahead with the project anyway!!
The post also noted that this is a "cost neutral programme and has no impact on rates"
Bearing this in mind can you please provide
- The referendum, survey, sample size, options, alternatives, any and all information that confirms Wellingtonians want more housing options and how Wellington City Council determine that the majority of Wellingtonians want more housing and the options Wellington City Council have to deliver more housing and the proposed costs
- The feasibility, analysis, reporting associated with the three Te Kainga rental buildings that determine these projects to be "cost neutral" including but not limited to long term lease (including lease document), CAPEX / cost share, forecast rents, vacancy, management costs, administration costs, additional staff at WCC, maintenance costs, OPEX, responsibility of rates. Any and all reporting, recommendations that show these projects to be "cost neutral", completed internally and externally.
- Also provide the lead time of these buildings - when were the long term leases signed, WCC started paying rent versus when these could be delivered and a rental return
- Please provide current occupancy of these units as well

Unfortunately this tells me nothing
I need all of the numbers with the spreadsheets as Wellington City Council cannot be trusted
It has just come out that council has overestimated the benefits of this 30km zone by $250m - funny how the mistake falls in the category that will cost ratepayers millions
So I have no confidence that the numbers completed by Wellington City Council are correct as the waste,fraud and abuse of council dollars is horrendous
Please provide all of the information as I have requested specifically the spreadsheets - a complaint is being made to the Ombudsman

With respect to your request for information made on 29 March 2023, the
following information was refused to you under section 7(2)(b)(ii) of the
Act:
• CAPEX/cost share information
• Any and all reporting, recommendations that show
these projects to be "cost neutral", completed internally and externally
This information was refused as the release of information in scope of
this request would likely unreasonably prejudice the position of Te
Kâinga’s commercial landlord, the decision to refuse this information
remains.
Whilst we were unable to provide you with this information, we were able
to provide the methodology of how each project is assessed, including
commentary, alongside the current occupancy data of each Te Kâinga
property.
Right of review
If you are not satisfied with the Council’s response, you may request the
Office of the Ombudsman to investigate the Council’s decision. Further
