Medical Student Placement, Supervision, and Documentation

Dear University of Auckland,

I am writing to request the following. All manuals, policies, procedural documents and best practices for
(a) the placement of medical students; and
(b) the documentation of their training at public hospitals; and
(c) evidence of their supervision; and
(d) responsibilities of supervising physicians, hospitals, and students for documenting engagement with patients.

I also request the following regarding medical students placed at Waikato DHB from 15-16 May 2019.

The name of all physicians who provided supervision of students at Waikato DHB to UoA students, and their respective departments. In the event that students were observing patient/doctor interactions by a physician other than those who were the designated supervisor, the list of those physicians as well. [E.g., an opportunity to observe an uncommon surgery where the supervising physician was not present.]

The number of students (separated by year of study) allocated to each of the supervising physicians.

For each of the students during that two day period,
(a) the number of students who had participated in medical services in which a patient was sedated.
(b) a detail of the medical services provided in which the patient was sedated (e.g., surgery, colonoscopy, post-surgical recovery, etc.), and
(c) and the number of students who were present during each of those surgical procedures.

In the event that a student reported leaving a medical service during the time a patient was sedated, the reason the student reported for why they left.

of the OIA. You have the right to make a complaint to an Ombudsman if
you are dissatisfied with this response.

 

As consultations necessary to make a decision on the remainder of your
request are such that a response cannot reasonably be given within the
original time limit, the University has extended the time limit for your
request under section 15A(1)(b) of the OIA. The new maximum time limit
for the University’s response is 28 April 2023; we will respond to your
request as soon as reasonably practicable. You have the right to make a
complaint to an Ombudsman if you are dissatisfied with this extension.

The University does not hold the information requested. I understand that
it is more closely connected to the functions of Te Whatu Ora Waikato
(formerly Waikato DHB) and may be held by them. For this reason, I have
decided to transfer your request to Te Whatu Ora Waikato under section
14(b)(i) and (ii) of the Official Information Act. You can expect a
response from them in due course.

 

Under section 28(3) of the Act, you have the right to ask the Ombudsman to
review any decisions made under this request.

You have stated the University does not maintain records of student placement; however that is clearly contrary to the information on your website and in the guidebooks which are publicly available on your your website. You may want to contact Teresa Timo, Practicum Placement, Coordinator (MPD) for the information I have requested.

Furthermore, students under are required to keep logbooks and records from their placements in order to verify they have met the requirements for the degree. Again, you may want to discuss this request with the relevant people in the med school and reissue the reponse so that it is accurate and complete.
