1.     We are writing to acknowledge your information request, dated 21
February 2023, regarding On-road fire hydrant testing.

 

2.     Council received your request on 21 February 2023, as follows:

Can you please advise the dates, all Napier on Road Fire Hydrants got

3.     This is being treated as an Official Information request, and as
such, Council must meet certain criteria in how and when we respond to
you, set out in the Local Government Official Information and Meetings Act
1987.

4.     Your request has been provided to the relevant officers for follow
up. You will be advised of Council’s decision as soon as is reasonably
possible, and no later than 20 working days from the date we received your
request, unless we have agreed an extension to that time frame with you
before the due date.

 

Please note that, in the aftermath of the declared National Emergency in
the Hawke’s Bay region and redeployment of Council staff to Civil Defence,
recovery and relief roles, the response to your information request may be
delayed. In accordance with Ombudsman’s advice, Council will keep you
updated if the response cannot be finalised by the statutory due date of
21 March 2023.

Fire Hydrant Testing

 

1.    We are writing to acknowledge your information request, dated 21
February 2023, regarding On-road Fire Hydrant Testing.

 

2.    Council received your request on 21 February 2023, as follows:

 3.   Response:

 

Council has no records for the checking and testing of on-road fire
hydrants in Napier City Council boundaries within the last five years.

 

Council, therefore, has decided to refuse your request under section 17(e)
of the Local Government Official Information and Meetings Act 1987 – that
the document containing information requested does not exist or cannot be
found despite reasonable efforts

 

While Council does not hold dates for the testing of the road fire
hydrants, the 132 hydrants are flushed as part of a regular schedule. The
schedules range from weekly to seven weeks, based on experience in
managing dirty water. The map below shows all of the flushing locations as
of 3 March 2023.

Council produced a calibrated water model for network performance in
September 2020. This provides pressure and flow for the entire city water
supply network (including bore and reservoirs). This model was run on the
current network configuration and there is sufficient for fire flow in
accordance with the FW2 fire water classification.

 

In addition, Council’s City Services – Water Operations Team undertakes
regular inspections of the hydrants when completing operational activities
such as pigging and flushing.

 

4.   If you are not satisfied with the decision(s) communicated here, you
have the option to contact the Office of the Ombudsman to request a
review.
