INZ Panel physicians refusal to provide blood test results

Applications for temporary entry class visas from applicants intending a stay in New Zealand of more than 12 months must include a completed Medical Certificate and a Chest X-ray Certificate (see A4.25(k)) which have been issued less than three months before the date the application is made, for every person included in the application, unless (c), (d) or (e) below apply.

The Medical Certificate and Chest X-ray Certificate that may be required with a temporary entry visa application include:
General Medical Certificate (INZ 1007)
Chest X-ray Certificate (INZ 1096)

Are the applicants entitled to request their test results? What are INZ instructions to panel physicians on this matter? If they are entitled, when can they request for their results?

Panel physicians based offshore initially declined to provide results and upon showing the email from eMedical advised that they will release the results after an outcome of the visa application.

Below is the copy of email received from eMedical which states the applicant can request for their medical records.

The Australian Department of Home Affairs (Home Affairs) owns and hosts the eMedical system, and holds your personal information for the sole purpose of processing it for INZ. Home Affairs respects your privacy and has obligations under the Privacy Act 1988 (Australia).
This email confirms that your health examination has been completed and submitted to Immigration New Zealand (INZ).
Please keep the following details in a safe place as you will need them again:
• Your New Zealand eMedical Reference number (NZER) is:
• Your Immigration New Zealand Health Case Reference number (NZHR) is:
• Your Health examination completion date is:

What happens next?
Submit your visa application to INZ as soon as possible, if you have not done that already.
