    Dear Sam

I refer to your OIA requests OIA22-158 and OIA22-159 received on  Sunday 2
 October.

I am writing to you today to seek to clarify the scope of both of your OIA
requests, this will determine how much information is within scope of your
request and whether any extensions are necessary in order to collate all
of the information you have requested.

OIA22-158

Your initial request was:

In the following article you mention that you have access to 'modelling'
around future use of hydrogen in NZ. Please share the modelling you are
 referring too.
 [1]https://thespinoff.co.nz/politics/30-08-...
For the sake of being thorough I am also requesting all policy advice,
reports and modelling you have access to, relating to Hydrogen and Green
Hydrogen.  Including, but not limited to the following:
Data, Results and methods for Energy and Financial modelling relating to
use of hydrogen in transport, energy and fertiliser production.
Internal or external Reports, Advice and policy recommendations relating
 to hydrogen and Green hydrogen.

The hydrogen modelling that was referred to in the spinoff article has
been made publicly available and can be found here on the MBIE website
 [2]https://www.mbie.govt.nz/building-and-en...

Would you still like to proceed with your original request? Or is this
report what you were after? Given the broad nature of the wording,
particularly “all advice and policy recommendations relating to hydrogen
and green hydrogen” if you choose to continue,  it will likely capture a
large volume of advice and we will look to extend this request by 10
 working days.

OIA22-159

The initial request was:
all communications to and from your office relating to green hydrogen and
hydrogen.  The types of data I am requesting are as follows:
Meeting minutes and electronic communications (text, email, private
message etc)  mentioning or relating to hydrogen and green Hydrogen during
your tenure as Minister of Energy and Resources.

An initial scoping of this request captures at least 40 briefings which
mention hydrogen or green hydrogen, and potentially hundreds of emails to
and from the office, this request as originally worded will also capture
emails to and from members of the public which mention hydrogen or green
 hydrogen.
Would you like to narrow the scope of this request? If you would still
like it to cover everything, we will likely need to extend this request by
 20 working days.

Please let me know if you are happy with the original wording of the
requests, or would like to refine the scope of your requests.

Kind regards

Marissa

    Dear Sam
I refer to your OIA requests OIA22-158 and OIA22-159 received on Sunday 2 October 2022.
"In the following article you mention that you have access to 'modelling' around future use of hydrogen in NZ. Please share the modelling you are
referring too. [1]https://thespinoff.co.nz/politics/30-08-... For the sake of being thorough I am also requesting all policy advice, reports and modelling you have access to, relating to Hydrogen and Green
Hydrogen. Including, but not limited to the following: Data, Results and methods for Energy and Financial modelling relating to use of hydrogen in transport, energy and fertiliser production. Internal or external Reports, Advice and policy recommendations relating
 to hydrogen and Green hydrogen."
" all communications to and from your office relating to green hydrogen and hydrogen. The types of data I am requesting are as follows:
Meeting minutes and electronic communications (text, email, private message etc) mentioning or relating to hydrogen and green Hydrogen during your tenure as Minister of Energy and Resources."
On Wednesday 12 October I reach out to you asking if you would like to refine the scope of your request as the original request captures a large volume of material, you responded on Thursday 13 October saying you did not want to refine the scope of the request.
The OIA requires that the Minister advise you of her decision on your request no later than 20 working days after the day she received your request. Unfortunately, it will not be possible to meet that time limit and I am therefore writing to notify you of an extension of the time for the Minister to make her decision, to, on or before 12 December 2022, which is an extension of 30 working days.
This extension is necessary because your request is for a large quantity of information and meeting the original time limit would unreasonably interfere with our operations.
As your two OIA requests were received on the same day, the Minister will be combining the response to the two requests, and you will receive one response letter, on or before 12 December2022.
You have the right to seek an investigation and review by the Ombudsman of this decision. Information about how to make a complaint is available at www.ombudsman.parliament.nz or freephone 0800 802 602.
Kind regards
Marissa
