Concussion in Karate Athletes
On Your Behalf made this Official Information request to Sport and Recreation New Zealand
The request was successful.
From: On Your Behalf
Dear Sport and Recreation New Zealand,
Is there a record of karate athletes who have sustained a concussion, or suspected concussion at any Karate New Zealand event. If so, I would like to request the record/s.
Are there guidelines about reporting such occurrences (concussion and other head injuries) in contact sports, specifically karate? If not, why not?
Do judges, referees and other trained and qualified individuals at Karate New Zealand competitions have a duty of care to participants, specific to excessive contact to the head in sparring matches? If so, what are the limitations of the duty of care?
Yours faithfully,
On Your Behalf

Official information request for data on Concussion in Karate Athletes
I refer to your official information request dated 2 August 2020 for
information on concussion in Karate athletes.

“Do judges, referees and other trained and qualified individuals at Karate
New Zealand competitions have a duty of care to participants, specific to

However we required further clarification from you in order to correctly
respond to your request. As currently frame “duty of care” is very broad
and difficult for us to answer as it is a subjective term, it could be
argued that everyone has a duty of care. Duty of care refers to anything
to do with individual wellbeing , welfare, compliance and good practice.
We would like to clarify if you are seeking information regarding if
judges, referees, coaches and other trained and qualified individuals at
Karate New Zealand are required to meet and safety regulations, undergo
first aid training, or testing before working with athletes?
If you could please contact us to discuss your request by replying to this

Dear SportNZ Policy,
Thank you for your response, I will rephrase that question.
Is there a record of karate athletes who have sustained a concussion, or suspected concussion at any Karate New Zealand event. If so, I would like to request the record/s.
Are there guidelines about reporting such occurrences (concussion and other head injuries) in contact sports, specifically karate? If not, why not?
Karate New Zealand operates it Premier division competitions under WKF rules. The WKF Kumite rules state:
"Face Contact - Seniors: For Senior Competitors, non-injurious, light, controlled "touch" contact to the face, head and neck is allowed (but not to the throat). Where contact is deemed by the Referee to be too strong, but does not diminish the Competitor's chances of winning, a warning (CHUKOKU) may be given. A second contact under the same circumstances will result in KEIKOKU. A further offence will result in HANSOKU CHUI. Any further contact, although not significant enough to influence the opponent's changes of winning, will still result in HANSOKU."
Under WKF rules, where it is explicitly stated that excess contact to the face, head or neck will be penalised, judges have a responsibility to determine the degree of contact. How are they trained to determine the degree of contact and what training do they have around identifying head injuries?
Yours sincerely,
On Your Behalf
