Dear Auckland Transport,

The timing for the pedestrian crossing on Richmond Rd, near Westmoreland Rd, has recently changed, extending the wait time for pedestrians even with no traffic.

The change disadvantages pedestrians. This also makes the crossing more dangerous for pedestrians, as few will wait for the lights to change when there is what seems to be a perfectly clear road. It will also anger motorists who may have to wait for lights when no one is crossing as pedestrians may have already crossed on the red man.

We note that many crossings in Auckland operate in the way this crossing used to operate, ie with no traffic, the lights turn orange for vehicles within seconds.

Please provide the following information:
- Please provide all correspondence (emails, memos, texts etc) regarding the requested change. This should include (but not be limited to) correspondence with third parties such as businesses and members of the public. Was input from pedestrians sought?
- Please provide any information as to the safety of the lights before the change. Were there any accidents or incidents? What were the incidents and the severity? And who was found to be to blame in each case?
- Please provide all reasons for making the change.
- Was pedestrian safety considered as part of the change?

Hi David,

Thank you for your feedback regarding the timings of the pedestrian
crossing on Richmond Rd between Westmoreland St West and Parawai Cres.

I have spoken with our business unit and from my understanding, on 21 June
2022, the sensor that detects westbound vehicle traffic at the pedestrian
crossing was damaged while roadworks were done in the area. This damage
resulted in the traffic light system operating differently from how it was
meant to.
This is including a longer pedestrian wait time and other behaviour
changes.

The traffic light system did alert Auckland Transport (AT) to the damaged
sensor and a contractor has been scheduled to repair or replace the
sensor. At this stage, this job is in the queue for the contractors to
complete.

In the meantime, the business unit has changed the operation of the
pedestrian crossing to minimise the delay for pedestrians.

Because of this, Auckland Transport does not hold any emails that relate
to the extension of the pedestrian wait time as this was not a result of a
deliberate decision by Auckland Transport staff. Because of this, we need
to refuse the request under section17(e) of the act as the requested
information does not exist.

Hi Cameron,

Please acknowledge receipt of my previous correspondence.

After waiting 600 days to provide information that you first said was unavailable in my St Heliers FOI request, please allow me to be skeptical regarding your response.

Please provide any info regarding the repair of the damaged sensor (work order, fault ticket etc), as it seems unlikely that a sensor failure would make the lights fail in this mode.

Morning David,

I had been working on your follow-up request for a fault report however no
confirmation email was sent, apologies for the confusion.

Attached is a copy of the Dispatch Job Sheet Report.

The business unit has also advised me that although the fault was logged
on the 22^nd of June, a contractor was only able to attend the next day
23^rd of June.
