Your information request was responded to on 21 March 2022, see attached. 
This response covered your initial question “please provide meeting notes
and rationale for excluding members of the public from the camp ground who
are members of the vaccine control group”

 

The KDC Covid -19 Protection Framework was the document that outlined the
rationale and was based on governments direction at the time.   There were
no meeting notes.
