Based on the information you provided, it is still not clear who the responsible agency is for this advertisement. There are several Government departments who may have created the advert you refer to. As noted, information relating to advertisements about COVID-19 and vaccination are not the responsibility of the Office for the Minister for Broadcasting and Media. Instead these details would most likely be held by Health agencies.
