Dear Ministry of Health,

The department of statistics makes available some Covid-19 statistics but the downloads provide cumulative figures only and some data is not available. I request the following information that is not available for download from the department of statistics and which staff at that department have referred me to you to obtain.

Please provide accurate data from March 2020 until the present that is 1) time specific and as finely granulated as possible (preferably week by week, otherwise month by month) and 2) separates statistics for each decade age cohort (0-9, 10-19, 20-29, 30-39, 40-49, 50-59, 60-69, 70-79, 80-89, 90+) for:
1. Numbers of people in each age cohort and in each time period hospitalised due to Covid-19.
2. Numbers of people in each vaccine status group (unvaccinated, 1 dose, 2 dose, boosted), in each age cohort hospitalised due to Covid-19 for each time period.
3. Numbers of people in each age cohort and in each time period admitted to ICU due to Covid-19.
4. Numbers of people in each vaccine status group (unvaccinated, 1 dose, 2 dose, boosted, status unknown), in each age cohort admitted to ICU as a result of Covid-19 for each time period.
5. Numbers of people in each vaccine status group (unvaccinated, 1 dose, 2 dose, boosted, status unknown), in each age cohort who are reported as Covid-19 deaths for each time period.
6. Numbers of people in each age cohort and in each time period who died and for which Covid-19 has been determined to be the underlying cause for each time period.
7. Numbers of people in each vaccine status group (unvaccinated, 1 dose, 2 dose, boosted, status unknown), in each age cohort where Covid-19 has been determined to be the underlying cause for each time period.
8. Please provide a full list of information headers (name, dob, address, occupation, national health number, vaccination status, date of admission, length of stay in ICU, date of death, symptoms, blood type, comorbidities, etc...) that MoH seeks to gather, hold or record on each person admitted to ICU with Covid-19 and on each person that dies with or from Covid-19.

The Ministry of Health has decided to extend the period of time available
to respond to your request under section 15A of the Official Information
Act 1982 (the Act) as the request necessitates a search through a large
quantity of information. 

 

You can now expect a response to your request on, or before, 7 July 2022. 

 

You have the right, under section 28 of the Act, to ask the Ombudsman to
review my decision to extend the time available to respond to your
request.

Health (the Ministry), on 11 May 2022 for COVID-19 data. On 7 July 2022
the Ministry provided you with a response to parts 1-4 of your request.
Please find a response to the remaining parts of your request below:

 1. Numbers of people in each vaccine status group (unvaccinated, 1 dose,

as Covid-19 deaths for each time period. 
 2. Numbers of people in each age cohort and in each time period who died
and for which Covid-19 has been determined to be the underlying cause
for each time period. 
 3. Numbers of people in each vaccine status group (unvaccinated, 1 dose,
2 dose, boosted, status unknown), in each age cohort where Covid-19
has been determined to be the underlying cause for each time period. 

Please find attached the data you have requested in the excel speed sheet
titled Document 2. 
In order to avoid revealing sensitive information (such as vaccination
status)  about potentially identifiable individuals in our data, we apply
two data confidentiality methods (perturbation and suppression) to any
data that is not already released as exact counts on the website.
 Perturbation is adding random noise to data, and suppression is not
providing data where doing so could compromise confidentiality.
For data that is not already provided exactly on the website: 

* All values between 1 and 5 are suppressed 
* Zero values are provided exactly, except for in sensitive categories
where a zero value may be suppressed to protect other low values 
* Values of 6 and above are perturbed using fixed random rounding to
base 3 (FRR3). 

* This entails rounding values to neighbouring multiples of 3. For
example, 11 may be rounded to 12 or 9. 
* FRR3 is a best-practice confidentiality method recommended by

 4. Please provide a full list of information headers (name, dob, address,
occupation, national health number, vaccination status, date of

Data on hospitalisations is provided to the Ministry via the National
Minimum Dataset. Further detail on this can be found at the following

The primary source of information for COVID-19 deaths is death
certificates; details of which can be found
