Does the MOE allow for alcohol to be purchased by schools and BOTs using their operating grant? This could be part of a team activity or end if term celebration.
What guidelines does the ministry provide to schools and BOT around the purchase and consumption of alcohol?
Does the ministry know what schools purchase alcohol using their operating grant?
Does the ministry expect schools to travk how much of their operating grant is spent on alcohol? If so, how?

Thank you for your email of 6 April 2022 to the Ministry of Education
requesting the following information:
1. Does the MOE allow for alcohol to be purchased by schools and BOTs
using their operating grant? This could be part of a team activity or end
if term celebration.
2. What guidelines does the ministry provide to schools and BOT
around the purchase and consumption of alcohol?
3. Does the ministry know what schools purchase alcohol using their
operating grant?
4. Does the ministry expect schools to track how much of their
operating grant is spent on alcohol? If so, how?
Your request has been considered under the Official Information Act 1982
(the Act).
For Question One, Boards are responsible for setting the strategic
direction of their school/kura and allocating resources to achieve their
goals. The board creates rules and policies by which the school/kura is
managed. It is the board’s decision how best to use its operational
funding to support the effective operation of the school/kura. Boards
should not spend money on anything that may be considered extravagant or
wasteful.
For Question Two, there is no specific guidance provided by the Ministry,
to schools, about the purchase and consumption of alcohol. However, we do
provide general guidance about the appropriate use of public funds in
section 2.2 of the [1]financial information for schools handbook and it is
unlikely that the purchase of alcohol would meet the tests set out for
sensitive expenditure.
The Office of the Auditor-General have issued guidance for public sector
organisations on sensitive expenditure, [2]Controlling sensitive
expenditure: Guide for public organisations — Office of the
Auditor-General New Zealand (oag.parliament.nz). This states the
expectation that public organisations not allow the use of public money to
purchase alcohol.
For Question Three, the Ministry does not collect information about the
purchase of alcohol by schools. As such, this part of your request has
been refused under section 18(g) of the Act as the Ministry does not hold
this information.
For Question Four, we do not prescribe how schools should record this
within their own systems.

website. As such, we may publish this response on our website after five
