In the Prime Minister's first speech to Parliament after the 2017 election, she proclaimed:

"This government will foster a more open and democratic society. It will strengthen transparency around official information."

How does the Prime Minister and this Department aim to achieve that goal?

What programmes have the Prime Minister and this Department initiated since 2017, that aim to encourage transparency in Government?

Has the Department provided any advice to the Government regarding reforming the Official Information Act since 2017? If so, when was this advice last tendered?

Dear Information [DPMC],

The Official Information Act requires responses to be made "as soon as reasonably practicable". A total of 45 working days far exceeds the time reasonably required to respond to this Information Request. Therefore:

1. Please provide the reasons why an extension under s 15A is necessary.

2. Please also explain why an extension of 25 additional working days is a reasonable period of time, given the information sought, pursuant to s 15A(2).

Thank you for your email (copied below) regarding the extension of the
time limits for a decision on your official information request to the
Department of the Prime Minister and Cabinet (DPMC). You asked why an
extension was necessary and the rationale for a 25 day extension.

 

We have interpreted the timeframe of your request to be for information
from October 2017 when the current Government first took office.  As such,
your request covers over four years of information and is broad in terms
of information held by DPMC, which needs to be assessed for relevance. The
nature of your request also means that the information is more generic and
involves looking at multiple workstreams undertaken by DPMC business units
rather than specific documents in scope.  Additionally, at the time we
made the decision to extend the time limits of your request we assessed
that consultations would be needed, potentially both internal and external
to DPMC, before we could make a decision on your request.

 

Therefore, it is both the number of documents needing assessment together
with the consultations required that led to our decision to extend the
time frames by 25 working days.

 

We hope to write to you again soon with a response to your request.
