Hello James
We don’t administer Koura but I have found the below paragraph in the below website. I suggest you contact Department of Conservation and check the Fisheries Regulations.

A permit for recreational fishing is not needed to take koura. Since 1993 there has been a daily maximum combined bag limit of 50 koura per person, under the Fisheries (Amateur Fishing) Regulations 1986.
