We are writing in regard to the first part of your request for: "All emails sent to the Department of the Prime Minister and Cabinet and replies during the time period February 10th 2022 to March 10th 2022". As currently framed, this will return a significant number of emails and is likely to be declined under the provisions of section 18(f) of the OIA (the information requested cannot be made available without substantial collation or research).
Before refusing however, we are inviting you to refine your request in terms of the specific topic/s you are interested in. This will help us to identify relevant emails and exclude those that are not of interest. It would also be helpful if you could consider further refining the time period you are interested in.
We look forward to hearing from you.

Kia ora Chantelle,
We refer to your official information request of 25 May 2022 for copies of all emails sent to the Department of the Prime Minister and Cabinet and replies during the time period February 10th 2022 to March 10th 2022. You also requested communication between the NZSIS and the Human Rights Commission during that same period. NZSIS sought refinement of your request to exclude emails from the NZSIS OIA email address.
The Official Information Act 1982 requires that we advise you of our decision on your request no later than 20 working days after the day you submitted your request. Unfortunately, it will not be possible to meet that time limit and we are, therefore, writing to notify you of an extension of the time to make our decision, to Thursday 4 August 2022.
This extension is necessary because the consultations necessary to make a decision on your request are such that a proper response cannot reasonably be made within the original time limit.
If you wish to discuss any aspect of your request with us, including this decision, please feel free to contact [NZSIS request email].
You have the right to seek an investigation and review by the Ombudsman of this decision. Information about how to make a complaint is available at www.ombudsman.parliament.nz or freephone 0800 802 602.
