Thanks for this reply. However, I'm a bit unsure that your decision to withhold the information I requested in full could be justified. DPMC released a copy of the Terrorism profile last year: albeit this was a "summary" version there was still a lot of information left intact - e.g. likelihood and consequence scores, risk mitigation strategies.
Could you please provide further context on why this information is deemed not to be releasible for the Pandemic profile, but was for the Terrorism profile?
Otherwise I intend to request the Ombudsman review your decision on this basis.

Thank you for your email seeking clarification.
In March 2021, DPMC received an OIA request for "any reports, briefings, papers, or other documents produced by any aspect of the national security system -- including but not exclusive to SIS, GCSB, NAB, police -- that contains any form of assessment of right-wing, white supremacist, identitarianism, or similarly- motivated actors, groups, extremism, or violence. Please provide all such material produced subsequent to March 15, 2019".
For that particular request, the Terrorism Risk Profile was identified as in scope of this request.
DPMC does not release National Risk Profiles, for the reasons provided to you in our response (section 9(2)(g)(i) and in some cases section 6(a)).
However, at the time of this request, national security sector agencies decided that in this specific case, a release of a summary version of the Terrorism Risk Profile could support public discussion on this risk at He Whenua Taurikura: New Zealand’s first Hui on Countering Terrorism and Violent Extremism. Releasing this summary satisfied the OIA request in accordance with section 16(1)(e) and 16(2)(c) of the Act and reflected the intent of the Royal Commission of Inquiry into the Christchurch Terror Attacks for more transparency around the Terrorism risk.
The summary was published on the DPMC website in as part of our response letter to the OIA request and was provided physically to He Whenua Taurikura attendees in their information packs along with other supporting information.
We continue to withhold National Risk Profiles to protect their integrity as tools for officials to offer free and frank expression of opinion on nationally significant risks and their management, and in some cases to protect the security and defence of New Zealand or the international relations of the Government of New Zealand. We acknowledge that release of the Terrorism Risk Profile Summary was an exception to this approach, released to support He Whenua Taurikura.
As previously stated, the National Security Group within the Department of the Prime Minister and Cabinet (DPMC) is working on how to best engage with the public on national risks. DPMC is co-leading a National Security Long-term Insights Briefing about national security risks which will be published later this year. Specifically, the topic for this public-facing document is ‘Engaging an increasingly diverse Aotearoa New Zealand on national security risks, challenges, and opportunities’.
