Official Information Act request relating to New Zealand Pandemic Risk Profile
Thank you for your Official Information Act 1982 (the Act) request received on
24 January 2022. You requested:
I would like to make a request for the following:
1) A copy of the current National Risk Register Profile – Pandemic
2) A copy of the earliest non-draft version of the Pandemic profile (i.e.
the “Version 1.0” profile), if it is different to the current profile.
The information you have requested is being withheld in full under section 9(2)(g)(i) of the Act,
to maintain the effective conduct of public affairs through the free and frank expression of
opinion.
For your context, National Risk Register Risk Profiles are internal government documents that
can contain sensitive information and advice on nationally significant risks on the classified
National Risk Register. These are not made publicly available to protect their integrity as tools
for officials to offer free and frank expression of opinion on nationally significant risks and their
management, and in some cases to protect the security and defence of New Zealand or the
international relations of the Government of New Zealand.
However, the National Security Group within the Department of the Prime Minister (DPMC) is
working on how to best engage with the public on national risks.
Related to this, DPMC is co-leading a National Security Long-term Insights Briefing about
national security risks which will be published later this year. Specifically, the topic for this
public-facing document is ‘Engaging an increasingly diverse Aotearoa New Zealand on
national security risks, challenges, and opportunities’.

You have the right to ask the Ombudsman to investigate and review my decision under section
28(3) of the Act.
