Part of your request asks for: any and all direct communications with any
and all WHO officials you are directly communicating with on the pandemic
response. Can you please clarify what timeframe that you are interested in
for this information. As it currently stands, the Ministry would need to
search through close to two years of the Director-General’s incoming and
outgoing correspondence. In the absence of any clarification, the Ministry
is likely to require a significant extension, or may consider refusing
this request under 18(f) of the OIA.
As you are aware, the OIA requires a decision to be provided as soon as
practicable, so please let me know as soon as possible if you have an
questions or issues.

pandemic response is also connected with the functions of the Public

Conflicts of interest are not a thing inside the industry nor have they ever been.
At every level of governance and regulation exists and revolving door of endless conflicts which go on undeclared and accepted, or declared and accepted.
Seldomly does it make any difference which includes self exemptions and waivers for COI at the highest level.
New Zealand having a third world pool of talent to choose from has been deeply conflicted for 30 years with the same few names making recommendations, reviewing the recommendations, assessing the damage and death resulting from their recommendations while dominating the media repeating 'safe, effective, independent, no evidence' and other disinformation.
It is evidently verifiable using these examples.

Observably it is acceptable to include 'independent' within proximity of the same names and that absolves all conflicts.
Cross analysis the names in just these few groups and the terms of reference and duties of the same groups, and the depth of conflicts become immediately visible and terminally broken.
Control over data information and narrative using the same few names over protracted periods of time is the only way the historical and present day events can be maintained against the population.
