Informed Consent #34 - AI Experiment in NZ

Annie Weston made this Official Information request to Ministry of Business, Innovation & Employment

Response to this request is long overdue. By law Ministry of Business, Innovation & Employment should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

From: Annie Weston

Dear Ministry of Business, Innovation & Employment,

Regarding the White Paper “ Reimagining Regulation for the Age of AI: New Zealand Pilot Project.

https://www.weforum.org/whitepapers/reim...

I understand the World Economic Forum (WEF) has spearheaded an evidence based policy project in partnership with the NZ Govt.

“Testing (July to December 2020): Pilot new approaches and tools for AI regulation and capture lessons and share findings.”

“Scaling (January 2021 onward): Encourage broad adoption of the designed governance frameworks and tools based on lessons learned from pilot implementations.”

“Some regulators (such as the US Food and Drug Administration and New Zealand’s proposed therapeutic products regulator) have deliberately broad remits that are intended to future-proof it if the field moves in unforeseen directions.”

“It is hoped that a certain amount of pilot project activity will continue in New Zealand.”

I have some questions please that relate to the above:

1) What form does the evidence based policy project take and how does it involve or affect the NZ public.
2) How was this project tested on the NZ public?
3) When will the governance framework be available for the NZ public to view?
4) Has NZ’s proposed therapeutic products regulator been initiated and if so what are their deliberately broad remits?
5) What is the nature and scope of the continuing experiment?

Yours faithfully,

Annie Weston

Kia ora Annie

In direct response to your questions, please see below.

1) What form does the evidence-based policy project take and how does it involve or affect the NZ public.

This project took the form of exploring how New Zealand could learn from a range of international experts and to share some of our thinking to date on artificial intelligence. The project did not progress further than scoping of potential work due to the impacts of the COVID-19 pandemic.

2) How was this project tested on the NZ public?

The project was not tested on the NZ public as the pilot project was discontinued due to the impacts of Covid-19.

Kind regards

Alexis

Dear Ministerial Services,

I understand the AI experiment was discontinued due to the impacts of Covid-19.

But this does not prevent you from answering my queries rephrased below please:

1) In regards to the experiment what was the potential work scoped and how did you intend it to involve or affect the NZ public?

2) How did you physically intend to test the project on the NZ public?

Yours sincerely,

Annie Weston
