Information about a sole trader - Full name and address which is kept private on the NZBN website

Kia Ora,
We would like to request for the following details
Full name:__________
Full Address____________,
for Frank from The Handymen Cannn Nationwide NEW ZEALAND, whose NZB Number is 9429049641745, Ird Number is 096850050 ,
Frank who is listed as sole trader on NZBN, offered to do our fence on our property with a quote for fencing after we approached him via Facebook marketplace. On his request we paid advance of total $2000($500+$1500) into his bank account via online bank transfer. He asked for advance for him to purchase materials but hasn't been able to commence the job due to delay in delivery of material. We asked for refund and has been pushing the dates saying that he is awaiting for refund from supplier .
We contacted the Disputes Tribunal in regards to this but they would need the full name and address of the other party which is Frank in this case.
We would need this information to provide to Ministry of Justice for them to legally proceed with the dispute and they cannot proceed further without providing this information to Ministry of Justice( we have email from the MoJ, pertaining to this information if needed).
Hence we would like to officially request for the above information to be provided to further proceed with legal actions.
We have also tried gaining this information from NZ business / companies register / MBIE under OIA but they cannot provide the information as the owner has requested for information to remain private and they cannot disclose the information due to privacy laws. We would need to have this issue resolved as the trader has been asking for deposit from many other people too and not refunded them. We believe that the funds might be used for non legitimate purpose. Have discussed this with the trader but still no success.

If you can please kindly provide the information so we can have this sorted from the Disputes Tribunal.
