Hi Chris,

 

Just emphasising that you can transfer requests, but I will always need
copies of the below at this end.

 

o The notification to the requester
o The notification to the recipient agency, authority or entity.

 

Both are needed to document evidence of a successfully completed transfer.

 

The most time efficient approach to managing transfers is to transfer
electronically.  You can find the [1]email templates here.

 

 1. first consult with the recipient agency/authority/entity to confirm
that the transfer can be accepted, (if necessary).
 2. Then send a transfer notification to the requester.
 3. Then send a transfer notification or transfer confirmation to the
recipient agency/authority/entity and attach copies of the original
request and the transfer notification that was sent to the requester. 
CC or BCC the OIA inbox into this email.

 

This means that all relevant correspondence for the transfer automatically
ends up in one email for filing purposes

 

You can also follow the same basic approach using attached formal letters
if you want to notify transfers in formal letter format.  All central
inbox transfers (which account for more than 95% of transfers) are
completed in email format, and this has become the predominant approach
for most public service agencies and local authorities in the meantime.

Dear Jim,

 

I refer to your request for:

 

“Can you tell me, according to information that the DIA holds, if
Christchurch City Council fully funded depreciation on its "three waters"
infrastructure 1989-2002?

If not, please attach information showing to what degree in each year
1989-2002.

I will make this same request of Treasury.”

 

Council Response

The Council does not fully rate for depreciation. Council’s financial
strategy states we are moving to rate for renewals (which corporately is
about 80% of depreciation). Any depreciation during this period would have
been corporate and not specific to Three Waters infrastructure.
Additionally, the Council moved to a new management system in 2015 and we
are unable to access historical information automatically. Given the
timeframe involved, the Council would not be able to provide this
information as it is not held specifically, and even then it would require
substantial collation and research to provide.

 

Therefore we have decided to refuse your request under the following
section of the LGOIMA:

-          17(g) – the information requested is not held by the local
authority

-          17(f) – the information requested cannot be made available
without substantial collation or research

 

You have the right to request the Ombudsman to review this decision.
