Thank you for your Official Information Act request of 27 November 2021,
requesting the following information:

 

1) Invoice/s from Boffa Miskell Limited relating to landscape planning
work undertaken for Waikeria Prison expansion.

2) Invoice/s from Boffa Miskell Limited relating to landscape planning
work undertaken for Auckland South Corrections Facility expansion.

3) Invoice/s from Boffa Miskell Limited relating to landscape architecture
or planning work undertaken at other prison sites.

 

Corrections wants you to refine the scope of your request. As currently
worded parts of your request are likely to be refused under section 18(f)
of the OIA, due to substantial collation and research.

 

In relation to questions 1 and 2 of your request, can you please clarify
exactly what you mean by “landscape planning work”. As you may be aware,
landscaping work involves multiples stages, and Corrections considers
planning to be a distinct part of the landscaping process, which excludes
implementation and design.

 

In relation to question 3 of your request, the scope of this question is
significant. As you have not provided a timeframe, Corrections is likely
to refuse this request in full, as Corrections has had contracts for work
undertaken by Boffa Miskell Ltd across multiple prisons sites for at least
the last 15 years. Can you also please clarify what you mean by “planning
work” in question 3. Is this limited to landscape planning work as
referred to and defined similarly for questions 1 and 2? Note we are
asking that you clarify what you are seeking for questions 1 and 2, and
seeking to apply that same definition to question 3 as well.

 

If you can clarify a timeframe for your third question, and confirm if the
information you are seeking is the same for question 3 as for questions 1
and 2, that would be helpful for us to better determine whether we can
provide the information you have requested.

 

Please also note that invoices from Boffa Miskell Limited can often
include information relating to all work they have undertaken over the
course of a month for Corrections, and so often include information that
is likely beyond the scope of what you are requesting. If you are
specifically seeking invoices regardless of the information included,
Corrections will be considering redacting information considered outside
of the scope of your request. However, if you are satisfied with an
alternative means for the information to be provided, such as a summary
report of all transactions relating to Boffa Miskell Limited and certain
types of work undertaken, Corrections can consider this approach instead.

 

As you may also be aware, Corrections publishes information about
contracts with and work undertaken by contractors in our Annual Review
responses, and these are published on the Parliament website. Some of the
most recent examples of this and of the work undertaken by Boffa Miskell
Limited can be found in the [1]2018/19 Annual Review of the Department of
Corrections, on pages 228, 233, and 241, and in the [2]2019/2020 Annual
Review of the Department of Corrections, on pages 237, and 240.
