Dear New Zealand Police,
There is an exemption period in place for Warrant of Fitness (WOF) and vehicle licences (Rego) from 15 September 2021 to 30 November 2021. This is due to the Covid-19 restrictions.

Over the past 24-hours I have heard from somebody who was pulled over by Police and was about to be issued a ticket for an expired WOF, until he showed the contents of the web address above to the Officer. I have also become aware of a checkpoint specifically targeting WOF/Rego's in Mangere, Auckland.
Under the Official Information Act 1982 I request:
1. Number of infringement notices issued by Police for 'out of date' WOF/Rego during the current exemption period. If possible, please break this down by Auckland v Rest of New Zealand.
2. Number of Police checkpoint's specifically targeting 'out of date' WOF/Rego during the current exemption period. If possible, please break this down by Auckland v Rest of New Zealand.
3. Since I am most perturbed by the imminent issue of an infringement notice to someone, which would have gone ahead had they not produced the NZTA website information above, please provide ALL communications to front line staff about the current exemption and enforcement guidelines during this period.

Thank you for your response.
I now have a follow up request for information.
I note the following wording in the attached guidance from National Road Policing Centre to staff on 10 September 2021:
"If transport documents expired before 21 July 2021 and have not yet been renewed, drivers should be encouraged to do so as soon as practicable."
I also note from the response that 13,050 infringement notices were issued during the exemption period 15 September to 30 November 2021.
While it is accepted that vehicles with a WOF/Rego expiring before 21 July did not meet the exemption criteria, it is debatable as to whether 13,050 infringement notices is consistent with the stated intention of ensuring drivers are "encouraged to do so [renew documents expiring before 21 July 2020] as soon as practicable".
Police do typically have a poor record of adhering their own policy documents. I would now like to request a breakdown of the 13,050 infringement notices by day (15 September to 30 November 2021) so that I can further analyse the pattern of infringement notice issue and assess for myself whether or not it was reasonable when compared with the actual alert level changes that occured throughout this period.
I am unsure of the logic for the 21 July cutoff as renewal services were not readily available during certain Alert Levels, regardless of the date on which the document originally expired.
