Opening of Immigration NZ Offices in Auckland with Traffic Light System

Background:
My resident application is in the priority queue and waiting for it to be allocated to a case officer and NZ immigration office in Auckland could not operate in full capacity at Level 3 as per government guidelines. Additionally, NZ immigration will not allocated any further paper based application until Auckland is in Level 3.

Subject Matter:
I have couple of questions regarding the NZ Immigration offices not open for paper based applications and are as below

1. I would like to know weather NZ immigration will open their office in full capacity from 3rd December (when the country moves to Traffic Light System) or not?

2. if not, then please explain why and confirm which sector or category it falls in to when it comes to COVID levels (i.e. hospitality, retail, etc..)
