NSC process for the New 2021 Resident visa

Dear Ministry of Business, Innovation & Employment,
Hope you had a look at the latest 2021 Residence Visa application process that was published recently (link below)

In the above link, under "Fees and Refunds", there is a statement
"Skilled Migrant Category applicants will be refunded the difference between the two application fees, if they agree to withdraw their onhand Skilled Migrant Category application."
Just to get a clarification on this one,
1.) What would happen to my National Security Check (NSC) processing (initiated by my SMC case officer) if I withdraw my Skilled Migrant Category (SMC) resident application and apply for the new 2021 residence visa in December?
2.) If I apply for the new visa, do you stop the whole NSC process (third-party verification) that has been going on for the last few months (4 months already) and start a new NSC for the new application?
I'd be extremely eager to get a clarification on this.
