Dear Capital and Coast District Health Board,

I refer to the below news article:

1.1 I request the final versions of all reports, aides-memoire, briefings, memos, or similar documents received by the board of CCDHB regarding the May 2020 decision to give Māori and Pasifika priority in elective surgery waitlists.
1.2 I specifically request all meeting minutes of all board meetings of CCDHB where this decision-making was discussed.
1.3 I specifically request documents presented to the board of CCDHB that briefed the board on risks (social, legal, reputational etc.) affiliated with this decision.

2. Should the decision to give Māori and Pasifika priority in elective surgery waitlists not have been made by the board of CCDHB but in a different way, I request all official and final documentation held by CCDHB that governed the decision-making process.

3. I request all official documentation (regardless of its format, and not covered by part 1 of my request) received by CCDHB from external private organisations or government agencies that provided CCDHB with advice on the decision to give Māori and Pasifika priority in elective surgery waitlists.

4. At https://www.ccdhb.org.nz/news-publicatio..., CCDHB states: "It is unlikely that any other patients will be significantly affected as a result of this work." There, CCDHB also states: "Any impact on other patients would be minimal." I request documentary evidence, statistical assessments and policy advice held by CCDHB that was used to inform these statements.

5. I request all previous responses under the Official Information Act (if any) provided by CCDHB, including attachments, that relate to the May 2020 decision to give Māori and Pasifika priority in elective surgery waitlists. I do not request personal information such as the names and contact details of the requesters.

I request that my request be answered in full and in the above order of my questions. Should information be withheld/refused, I request clear advice on why the information is withheld/refused.

Should any of the information requested under 1.-5. be publicly available, I request links to it.

I request all information to be provided in an electronically searchable format (no scanned PDFs).

The agency has been in touch. While FYI.org.nz can prove delivery to the agency's mail server, it appears a number of emails to them have gone missing after that. This could possibly be due to an overzealous email spam/security filter. I have provided them with the email address to respond to this request now that they are aware of it.
