Request for drafts and final advice regarding One-off residency policy

Do not understand why students who received Post-study work visas after trimester 1 of 2021 are entitled to the visa but students who will be graduating in trimester 2 or 3 will not receive them. The date of 29th September is extremely arbitrary and is a massive inconsistency in the policy draft.
The arbitrary dates cause uncertainty in Parliamentary intentions because only two situations can explain the conundrum.  
Either the Government does not want Post-study work students between 2020/2021 to obtain residency, or, the Government wants students reaching graduation to be included in the visa. In regards to the former, if students graduating in Trimester 1 were not supposedly intended to be given residency, does this mean Parliament is merely giving away improperly calculated windfalls without deep consideration? The latter makes it even harder to understand why only graduating Trimester 1 students will be entitled to the visa and not Trimester 2,3. 
I would want to request the advice and research received as to why is this the cut-off date proposed for the one-off residency visa.
I appreciate that the visa has been a life-saver to many of those stuck in New Zealand. I understand that it is not due to malice or ill-intent that many others are left behind. However, it is unjust and reprehensible that many migrants' lives will be ruined due to illogical and miscalculated policy considerations.
Migrant lives should not be determined between windfall surprises or stringent cutoffs.
