Kia ora Ray,
We thank you for your Local Government Official Information and Meetings
Act request below. This email is to inform you that our IT have managed to
pull the emails from James McKibbin’s deactivated account, and we have
applied a search filter to pull all the emails that are in scope of your
request.
At the moment we have 380 pages worth of emails, as well as 74
attachments, which we estimate will add an additional 200 pages worth of
information. This is a substantial amount of information for us to review.
Before we disclose emails we need to review them for material that should
be withheld, like the personal contact details of third parties, and
commercial information. As it stands currently, we consider that the
review and redaction of the information would require substantial
collation and we’d have to consider refusing your request under section
17(f) of the Act.
Instead, could you narrow the focus of your request? If we can reduce the
quantity of information we will be more able to review and redact it where
necessary for disclosure.
Please let me know if you would like to proceed with your request as it
currently stands, or if you would like to re-scope to a more narrow
request. Looking forward to hearing from you

Thank you for getting this far. To assist things if we take the attachments out of it that will reduce the workload a fair bit. How about also taking it back to July 2017 his final day of employment. That should get us down to a reasonable level.
As an alternative is it possible to pay for this redacting to be undertaken, which would then allow the full request to proceed?

If you're comfortable with this approach, and to save you a bit of money -
let's move forward with the emails at this stage, and I'll have the name
of the attachments available for you to view in the emails. After
reviewing the emails, if you would like to request any of the attachments
we can process that in another request (I suspect a lot of them will be
uninteresting to you, so you may want just a small subset).
Does that sound like a reasonable way forward? If so, let me know by
return email and I'll begin reviewing the emails with the aim of getting
those to you by the end of this week.
