Dear Upper Hutt City Council,

I am requesting details of all and any costs associated with Guildford Timber Company’s attempt to gain the Silverstream spur land.

The details I am seeking are as follows which include the cost of council staff dealing with these matters, both hours spent and breakdowns of their hourly rate.

Costs associated with the Property Group Report on offering back the spur produced in 2007
Costs associated with the 2015 Beca Report of selling the land.
Costs associated with the Graeme Walker report of development potential
Costs associated with the production of the Boffa Miskell ecological report
Costs associated with the property valuation undertaken as part of the land swap.
Costs associated with the halted sale of 10ha of the spur once the full swap was declined.
Costs associated with the portion of the Beca and council produced EOI to the IAF that relate to the Spur or wider Guildford Development.
Any other costs incurred by council staff in relation to the above matters.

I also request a copy of the Graeme Walker report of development potential of the Spur.

Kia ora Stefan,

We thank you for your Local Government Official Information and Meetings
Act request below. We have granted your request in full, please see the
below information for a breakdown of the costs in your request:

Costs associated with the Property Group Report on offering back the spur
produced in 2007 – We have searched through our records and to the best of
our knowledge, we do not hold such a report.

Costs associated with the 2015 Beca Report of selling the land –
$7,600.00  ex GST.

Costs associated with the Graeme Walker report of development potential –
$3,967.50 ex GST.
Costs associated with the production of the Boffa Miskell ecological
report – $4,000.01 ex GST.
Costs associated with the property valuation undertaken as part of the
land swap – $20,490.00  ex GST.

Costs associated with the halted sale of 10ha of the spur once the full
swap was declined – There were various options discussed and dismissed in
regard to the Memorandum of Understanding with GTC, of which one was a
partial sale. There were no separate costs incurred with the various
options that were discussed.

Costs associated with the portion of the Beca and council produced EOI to
the IAF that relate to the Spur or wider Guildford Development – The total
cost paid to Beca for EOI support is $31,515.65 (ex GST), which covered 4
different applications. Costs per application were not separated out and
therefore this information is not available.

Any other costs incurred by council staff in relation to the above matters
– we are not aware of any additional costs by council staff in relation to
the above matters.

Cost of council staff dealing with these matters (hours spent and their
hourly rate) – We do not track how much time council staff work on
particular matters, and therefore we cannot provide this information.

Dear OIA Requests,

How about the copy of the Graeme Walker Report on development potential as was requested then we can close this out.

The Property Group report was commissioned in 2007 and looked at what obligations the council had in regards to offering the land back to the previous owners if it was no longer required. Which at that point it apparently was not but was not an obligation to offer it back as it was not purchased for public works. Its disappointing you claim not to have it.
