I have been asked to advise you that Police requires an extension of time
in which to respond to your request, pursuant to section 15A(1) of the
Official Information Act 1982 (OIA). Specifically, section 15A(1)(b),
consultations necessary to make a decision on the request are such that a
proper response to the request cannot reasonably be made within the
original time limit.
Police requires until 7 December 2021 to provide a substantive response to
your request. We are endeavouring to provide this to you as soon as
possible.
You have the right, under section 28(3) of the OIA, to make a complaint to
an Ombudsman about this extension.

Dear Police,
I'm not very satsfied with the response you've provided me.
Firstly, as I think you must acknowledge, the delay in getting this to me was completely excessive given how brief your eventual reply was. I will be referring your decision to apply a 20 working day extension to the Ombudsman for review.
Secondly, I'm quite puzzled as to what is going to happen with the part of my response you transferred to the Ministry of Health on 3 November (the "Governance Group" documents). I followed up with the Ministry about this by email on 9 November. They told me that:
"The Ministry of Health has since been advised by NZ Police that your request was transferred to us in error, and that you will receive a full response to your request from NZ Police in due course."
But nothing about the Governance Group was included in your response. Can you please confirm that this part of my request is indeed with your agency, and if so what has happened to it?
Finally, I'm very perplexed by your saying that the Steering Group meeting minutes do not exist, as I don't see how a group like this could function without producing a record of their meetings. I'm left wondering if the group held no meetings during the period covered by my request (maybe the group disbanded?) or if you have interpreted my request too narrowly and have not included the records of meeting that were kept as they were not literally labelled as "minutes". My understanding of this response would have been helped if you'd provided any context beyond your pro forma refusal. Can you provide me with any of this context now?
