I'm inquiring on how unedited police eagle footage has been posted to youtube on an unofficial channel. How was this footage released?

The video title is "Police helicopter Chase | South Auckland | Eagle eye from above"
While it is excellent seeing eagle and police work and makes a great video, this isn't my question, my question is how was this released on to a non-official, non Police or Government related youtube channel with unredacted audio that also posts gang related videos as I imagine this footage and radio audio are secured under police ICT policies unless officially released? Has this been unofficially leaked via a data breach?
