While you'd expect TVNZ to have good record-keeping in this area, if their OIA output is anywhere near expected, you're looking at thousands of pages of information, and a hefty charge for supplying it all, if not a refusal for "substantial collation and research".

It might pay to narrow the request. If you just want to see how much they use the OIA, ask for statistical data. If you are seeking specific information, or trying to get a sample of requests and responses to examine media practices or whether media responses are more or less complete than those from members of the public, try narrowing the timeframe. It might also pay to say _why_ you are seeking the information. Its not required at all, but it can often convince agencies to be helpful.

Also, you may run into s9(2)(i) (commercial activities). The interets protected by that clause are weaker if you request historical information rather than stuff they're working on now.

Dear L Mackenzie

 

We refer to your email of 11 April 2014 requesting information relating to
Official Information Act requests made by TVNZ staff.

 

This request is partially refused. 

 

There have been no requests made by TVNZ in a corporate capacity during
the requested time period. In that case, Section 18(e) of the Act applies,
in that the information does not exist.

 

As a media organisation, reporters and producers from our News and Current
Affairs team make requests from time to time.  I have investigated and can
confirm we keep no central record of such requests, as these are made by
the individuals themselves.  To collate this information would take
substantial collation and would not be complete as we would not be able to
retrieve information from those employees who no longer work for TVNZ.  In
that case, we cite Section 18(f) of the Act.

 

In our view the withholding of the information is not outweighed by other
considerations which render it desirable in the public interest to make it
available.  In accordance with Section 19(b) of the Act we advise that you
have the right to seek an investigation and review of the above refusal by
making a complaint under Section 28(3) to an Ombudsman.
