Thank you for your official information request to Far North District
Council (‘Council’), received 31 May 2021. This was referred to Legal
Services for consideration in accordance with the provisions of the Local
Government Official Information and Meetings Act 1987 (the ‘LGOIMA’).
Your request
You asked as follows:
1. “I would like to know how the Council surveyed and defined what
a Significant Natural Area is?”

Council’s response
1. How the Council surveyed and defined what a Significant
Natural Area (‘SNA’) is?
The SNA mapping was done primarily through a desktop assessment using LINZ
aerial imagery. As well as this, existing literature, including Department
of Conservation’s Protected Natural Area mapping was used to make an
assessment of the location of SNAs. The methodology for the project is
detailed in Volume 1 of the Significant Indigenous Vegetation and Habitats
of the Far North District report, prepared by Wildlands Consultants, and
attached to this email.
All Significant Natural Areas were assessed using Appendix 5 of the
Regional Policy Statement for Northland, which is publicly available here:

2. How were these blocks surveyed?
This question is answered above – please refer to the methodology in
Volume 1 of the report prepared by Wildlands Consultants.
3. Correspondence regarding this matter with landowners in the
area.
In 2018, the District Plan released a Draft District Plan which set out a
policy framework and included policies and objectives around the
management of indigenous biodiversity including the mapping of SNAs. A
period of non-statutory consultation followed the release of this,
including a District wide roadshow where we visited locations across the
District to talk about the Draft, including the framework around
biodiversity management and the intent to identify SNAs. Please find
attached the 2018 draft here.
In March 2021, we released a Draft Proposed District Plan which included
provisions around the management of indigenous biodiversity (building on
the policies and objectives laid out in the Draft District Plan), as well
as the draft SNA maps. Following this, we were involved in another
month-long district wide roadshow to publicise the Draft Proposed District
Plan and to gather feedback on the plan, including the draft indigenous
biodiversity and SNA rules. In early May 2021, Council sent out a letter
to all landowners which had a potential SNA identified on their property.
Please find attached the letter which we sent to approximately 8000
landowners. The letters signalled the beginning of a more targeted
engagement period where the purpose was to refine the SNA mapping and get
input into the project by landowners.
