Dear Waikato Institute of Technology,

Sepsis is a life-threatening organ dysfunction due to a dysregulated immune response to infection. It is an important health issue in New Zealand, with a higher incidence in Maaori and Pacific populations, and with rates driven by underlying community morbidity.

In your undergraduate health programmes (particularly medicine, nursing and pharmacy) what formal teaching, learning and assessment activities specifically address the recognition, escalation and early management of sepsis in adults, pregnant/post-natal women and children?

Please provide all curriculum documents and formal teaching modules that specifically address sepsis. If learning about sepsis occurs within modules on individual infections or syndromes, please specify learning outcomes within these modules that address recognition and escalation of sepsis/critical illness.

I refer to your information request dated 21 May 2021 made under the Official Information Act 1982 (Act).

The Act requires that we advise you of our decision on your request no later than 20 working days after the day we received your request. Unfortunately, it will not be possible to meet that time limit. We are therefore writing to notify you, pursuant to s15A of the Act, of an extension of the time to make our decision in respect of your request, by a further 8 working days - to 30 June 2021. However, we will endeavour to respond to you sooner if possible.

This extension is necessary both (i) because your request necessitates a search through a large quantity of information and meeting the original time limit would unreasonably interfere with our operations and (ii) to allow for consultations necessary to make a decision on your request.

If you are not satisfied with our extension of time, you have the right to make a complaint to the Ombudsman under section 28(3) of the OIA. However, we would welcome the opportunity to discuss any concerns with you first.

We refer to your information request dated 21 May 2021 made under the
Official Information Act 1982 (Act).

 

You have requested information on what formal teaching, learning and
assessment activities within the University's undergraduate health
programmes specifically address the "recognition, escalation and early
management of sepsis". You have noted that you are particularly interested
in the University's medicine, nursing and pharmacy programmes.

 

You have also requested copies of "all curriculum documents and formal
teaching modules that specifically address sepsis".

 

We respond as follows:

 

Medicine

Please see attached a summary of teaching at the University’s Medicine
School (including at our different campuses) related to the recognition,
escalation and early management of sepsis.

 

Nursing

Please note that the University does not have an undergraduate nursing
programme.  We offer a graduate-entry pre-registration Master of Nursing
Science programme. This is a two year intensive master’s programme (not a
three year undergraduate programme, but it does lead to registration as a
nurse with the Nursing Council of NZ). Notwithstanding this, in case it is
helpful, we attach a synopsis of the University's teaching, learning and
assessment regarding sepsis in our post graduate nursing programme.

 

You may wish to contact Otago Polytechnic for information in relation to
the undergraduate nursing programme.

 

Pharmacy

Please see attached a summary of teaching at the University’s School of
Pharmacy related to the recognition, escalation and early management of
sepsis.

 

The attached information provided to you is consistent with section
16(1)(e) of the Act – providing a summary of the contents.

 

We refuse to provide copies of all curriculum documents and formal
teaching modules that specifically address sepsis - pursuant to section
s9(2)(i) of the Act.    Given that this information relates to the
intellectual property of our teaching staff, and our students are required
to pay fees to study in these programmes – we withhold this information to
enable us to “carry out, without prejudice or disadvantage, commercial
activities”.

 

We consider that good reasons exist for withholding this information and
this is not outweighed by other considerations which would make it
desirable, in the public interest, to make the information available.

 

We note your right to seek a review of these decisions via a complaint to
an Ombudsman. However, we would welcome the opportunity to discuss any
concerns with you first.
