Council rating base change

Dear Department of Internal Affairs,
Paras 142-144 of Ministry of Housing and Urban Development briefing entitled "Improving housing supply and affordability: more information" (dated 21 Jan 2021, available at https://www.hud.govt.nz/assets/News-and-...) states that MHUD understands that DIA will shortly report to their Minister on whether to require all local authorities to use land value for rating purposes.
I therefore request a copy of all work undertaken by DIA on whether or not to require Councils to only use land value rating. I request the whole document where appropriate, not just extracts (obviously you have a right to redacted matters under the OIA, but I am basically asking for you to note redact something on the basis that it is 'out of scope' of the request).
