Could you please release the following data at territorial authority level? In terms of the length of the data, ideally it would be best if you can release the data from 2000 to 2020 if this is possible. In terms of the frequency of data, I would like to have yearly data if possible. Thank you very much. I am looking for the following three series.
1.The total land area of a residential house where a new building consent (not altered building consent but only new building consent) is issued in a territorial authority in a given year.
For example, if in 2000 Far North District issued two new building consents for residential houses listed as below.
1.1 The first new building consent is issued to a residential house with a land area of 100 sqm
1.2 The second new building consent is issued to a residential house with a land area of 150 sqm
The data I would like to have for Far North District in 2000 is 100+150=250 sqm
2.When a new building consent (not altered building consent but only new building consent) is issued, a residential house may or may not get built. I would like to have the number and floor area of residential houses that actually got built in a territorial authority in a given year.
3.Two of the following four series (3.1+3.2 or 3.3+3.4)
3.1 Average sale price of newly built residential houses per sqm in a territorial authority in a given year
3.2 Average sale price of newly built residential houses in a territorial authority in a given year
3.3 Average sale price of all residential houses (including new and existing stocks) per sqm in a territorial authority in a given year
3.4 Average sale price of all residential houses (including new and existing stocks) in a territorial authority in a given year

We are currently processing your request.
Stats NZ currently produces statistics on the number, floor area, and
value of consents for dwellings. Please refer to

Total land area statistics, related to these consents (in reference to
your first question), have not been produced before, although we may be
able to produce an experimental series.
Due to the nature of the data it will have some limitations, and may take
some time to produce.
If we are able to produce the data, the limitations may include (but are
not limited to):
o Imperfect matching between street address descriptions recorded on the
building consents data we receive and the parcel on which a dwelling
will be built on.
o In some cases, multiple homes may be built on the same piece of land.
These homes may be built at different times, which can affect the
accuracy of the results.
We do not currently hold any information on the final amount of new
dwellings built within each Territorial Authority (question 2), or any
sales that have occurred (question 3). We only collect data on building
consents issued, some information on a sample of building projects, and
information on property transfers, although these aren’t limited to just
sales. Each Territorial Authority collects information on the issuance of
Code Compliance Certificates which will be a better indicator of the
amount of new dwellings built.
An experimental piece done previously has been used to provide insights
into the proportion of dwelling consents that actually get built. This can
be found here:

The estimated time it will take to produce these estimates will be around
10 hours in total. The cost associated with this work will be $1,550 +
gst.

We are currently working on your job for Total Land Area Statistics of Consents - the analyst has nearly finished the work, however it will still need to be checked once completed. I don’t have a date yet for delivery.
Unfortunately the experimental estimates can not be updated. After reviewing the work we found that the methodology doesn’t account for COVID-19. The lag and completion rate may have been impacted by COVID-19 or supply issues, which we need to understand. To update the data we would need to use a newer method that incorporates supplementary data. We would also need to understand the implications.
We suggest you focus on the broad finding of the experimental statistics - that roughly 97 percent of consented new dwellings usually get completed, and that there’s an average lag in the vicinity of nine months.

Attached is the information you requested based on building consents
issued and land area. Reference numbers for this work is REQ14322 and
JOB11363
Please contact me if you have any questions.
Methodology to produce data:
Land area statistics are derived using building consents data and the LINZ
Primary Parcel dataset. Building site addresses are supplied with the
building consents data, and this is used to get a match to the PP dataset.
Only matched consents are included in the analysis.
Some consents are subsequently removed using a set of criteria. This
includes:
o Portable housing: often produced at a location but then moved to its
permanent site later, so the site address has a high probability of
being incorrect.
o No retirement village units are to be included. Included are
stand-alone houses, apartments, and townhouses/flats/units. Two
categories of dwellings were created for the datasets: (1) stand-alone
houses, and (2) apartments, townhouses, flats, units, and other
dwellings.
o Retirement village units were not included for a couple of
reasons, but primarily because:
+ They are often on land where a large portion is occupied by
other dwelling types
+ They are not open for consumption for the majority of people
o Outlier cases where the total land area for a set of consents do not
make sense. This usually involves filtering out cases where the land
is likely to be too small. Examples include cases where multiple
consents may have been linked incorrectly to the same address (and
thus parcel).
The limitations of this includes:
o The matching cannot be guaranteed to be 100% correct
o Not all consents are matched to a parcel
o In some cases multiple parcels may be under the same title
o It does not include information on any existing buildings on the
parcel (that hasn’t had a consent since April 1990)
o For a single dwelling, we cannot guarantee that the land use is
isolated to that particular dwelling:
o Other buildings may be on the same site (those which were
consented before April 1990)
o Other dwellings use more/less of the land
o Dwellings may have been built and demolished
o We may have some cases of incomplete data where councils have
accidentally not provided us with all of their data
o A small proportion of our dwellings are for conversions. This is
where a non-residential building, for example, has been converted
into dwellings. This can be hotels, garages etc. We aren’t able
to isolate any mixed-use for these consents either
o Quality of estimates are not guaranteed to be the same between areas
(TA/Region) or building type:
o Better matching rates
o Better quality data
On an individual dwelling-by-dwelling basis there is no way to determine
what the actual land use will be. This means that there may be some issues
with directly comparing TA’s that don’t have equal proportions of
rural/urban areas. As a result, one of the datasets contains data grouped
according to the Functional urban areas classification. More information
on this classification is available on our website. I’ve also added in a
column that contains the estimated median land area allocated to each
dwelling within a particular group. The land are allocated to each
dwelling is done in a very simple manner:
1. For each parcel, find all dwellings consents on it.
2. Split the total land area for each parcel by the number of dwellings
on it.
3. Derive statistics based on these values.
This means that (a) we assume all dwellings on a parcel get an equal share
of the land, and (b) the statistics for any year is based on all dwellings
consented, even if they were consented in a later year. This ensures we
don’t double count land.
A lot of this does not actually present any conceptual issues, and this is
particularly true for stand-alone houses since they are the simplest cases
to deal with.
In terms of land-use again, parcels occupied with high-density dwellings
may not be completely comparable in some cases to dwellings such as
stand-alone houses. This is because many apartments, although built on
some piece of land, may not actually allow people to use any of the land
itself (ie there’s no outdoors space).
Descriptions for selected variables:
File 1: ‘Land-area-statistics-TA-Year-Type.csv’
o Total_dwellings: the number of new dwellings consented of that type in
the given area and year. This includes dwellings filtered out.
o Dwellings_included: for various reasons, including those mentioned
earlier, the matching is not perfect, and some subsequently get

o Total_land_area_of_dwellings_included: The dwellings included were
used to produce a total – this total reflects the total amount of land
area allocated to the dwellings of that type and in the area and year
involved.
File 2: ‘Land-area-statistics-TA-Year-Type-FUA.csv’
o Median_land_area_per_dwelling: As before, a subset of dwellings were
used (by type, year, area) to produce a weighted median of the land
area allocated to each dwelling – This provides a ballpark measure of
the amount of land available per dwellings, regardless of how it is
actually used.

Final notes
o Due to the experimental nature of these statistics, we cannot
guarantee is at our usual publication quality and that it should be
used with caution.
o We estimate that most (~95%+) of new dwellings consented are
eventually built (although this can fluctuate and dip below this),
although we have to recognise that some will get cancelled.
