Hi Alan
Thank you for your email. There isn’t any documentation as such other
than the Mangawhai Town Plan – Transportation report and the vehicle
counts that were sent to you previously. Comments from our consultant in
February 2019 to questions raised during public consultation are listed
below.
Concern that the proposal won’t work so run a trial layout to see if it
works
Yes a trial could be done. However the issues we took into consideration
were:
a) there is risk that motorists will just ignore a painted on
roundabout and will drive through it resulting in potential incidents;
b) you wouldn't gain the benefits of reducing the motorist
confusion around the area outside the GAS station and the 4-Square group
of shops;
c) a trial wouldn't allow formed pedestrian crossings to be
installed which would slow down vehicles and make pedestrian movements
safer;
d) we wouldn't be able to gain the benefits of shared path.
Overall we wouldn't achieve the objectives identified in the MCP - 'The
intent is to slow traffic and life down generally when people are in
Mangawhai. Roundabouts are the preferred mechanism for improving vehicle
flow at intersections, while keeping movement at a reasonable speed that
promotes the slow pace and safety for pedestrians and cyclists.'
Also without changes to kerblines, HCVs cannot be accommodated.
Put Give Way signs on Moir St so Insley St has priority and therefore not
needing major changes.
Yes it would help to fix the issues on Insley Street but then would create
issues on Moir Street. Note traffic flows are equal on all 3 legs.
Traffic flows are similar - between 5000 and 7000 vehicles per day on
average.
Further to the above, there are the following comments:
At the Moir St /Insley St intersection, the traffic flows on each approach
are very similar – this is why it is well suited to a roundabout.
Our 2018 traffic study showed the existing intersection performing well
for the next 10 years during typical weekday and weekend operations under
a medium growth (3% pa) scenario.
However, during holiday periods or under a high growth rate of 7% this is
not the case.
Sensitivity testing indicated that at a 7% growth rate, the intersection
reaches capacity over the next 4 years during typical weekdays and
weekends.
If we changed the give way to Moir Street and gave Insley St priority, we
would see similar capacity issues.
The roundabout provides a good level of service under 2027 high growth
scenario for all peak periods tested.
At the Moir St/Insley St intersection, a change in priority was considered
early on (2017) when it was a stand-alone project.
As the project evolved to include both intersections, with the integration
of the Shared Use Path, the decision was made to have both intersections
as roundabouts to provide continuity and slow vehicle speeds.
