Dear Ministry of Education,
Please provide a list of payments made to Mrs Bev Moore, in any capacity for services rendered to Wairau Valley School (WVS) Marlborough - 3062, between June 2010 and January 2014.
Mrs Bev Moore is currently the Commissioner of the School (15 Jan 2013), and will receive payments (via the School) and expenses direct from the Ministry. Prior to this (August 2010 onwards) she contracted her services to the WVS Board of Trustees.
Contract payments should have been available through WVS Board Minutes, however as Commissioner she is restricting access, and since Dissolution of the Board there is minimal reporting to the community.
Please also provide details on any supplemental funding she applied for (and if received), to cover her Commissioner costs to the School.
The precedent for this request, is that of Mr Michael Eru at Moerewa School in Northland.
To summarise, please provide details specifying:
1. All Ministry payments made to Mrs Bev Moore, Commissioner of Wairau Valley School Marlborough (3062), between June 2010 and January 2014 in any capacity at the School. Include subtotals for:
a. Wairau Valley School direct payments as Commissioner;
b. Ministry direct payments for Commissioner expenses;
c. other Wairau Valley School direct payments (in any capacity, excluding Commissioner payments); and
d. any other payments made either directly or indirectly (eg. NZSTA) to her for her support to Wairau Valley School. Brief descriptions required.
2. Any supplementary funding applied for, and if approved, to cover her ongoing costs as Commissioner to Wairau Valley School Marlborough. Include dates and authorising authority.

My request for information was prompted by Bev Moore's long standing relationship with the school, and that other Commissioners were getting paid huge annual sums for their services.
This was a small school of 57 students when Bev arrived, now after her assistance and a year as Commissioner it is down to 18 and dropping - small schools like this can't afford Commissioners.
Although information was provided by MOE as asked, actual figures were obscured as Mrs Moore had invoiced multiple tasks - either adding other schools in, or adding fees to expenses when these should be separate. Did MOE ask for receipts and verification - they didn't with the other Commissioners.
Compared to the publicized cases in the media, her payments don't seem excessive. However she also instigated capital expenditure of $326,091 during the last year ...
