Good Morning Inspector Whitfield,
Please can I ask that you reconsider your request for me to provide documents, such as photo page of my passport, as evidence of my eligibility under the act.
Firstly, you are asking me to provide this information on a public forum, where visibility of such documents may render me liable to identify theft, and the possible adverse affect on my life that may lead to.
Secondly, this pushes an unreasonable burden on myself to request access to information that parliament has deemed fit to grant.
And finally, the website, via which this request is being made, FYI.org.nz, has been previously advised by Renee Maunders, then Senior Advisor, Ministerial Services at New Zealand Police "that [selectively asking requesters for evidence that they meet the OIA's eligibility requirements] would be very much against our policy (and the spirit, if not the letter, of the law) and our capacity. Police does the vast majority of requests and we have a small team in a devolved model, and we don't have the time to check. If you know if it happening - direct people straight to the Ombudsman."
Yours sincerely,
Andrew Schofield

Thank you for your email.
Please rest assured I did not expect you to provide your personal details in a public forum, which was why I offered for you to send them to me directly. Unfortunately I did not appreciate the website would remove my email address.
I was advised to request additional evidence of eligibility in this instance because your request relates to a British jurisdiction and therefore it was for clarity that your request was coming from NZ.
Given your confirmation of eligibility, I will progress this matter today.
Kind regards
Marianne

Last year, I was advised by NZ Police's senior advisor Renee Maunder that Police should not be demanding proof of eligibility in this way. I recommend you push back against this imposition, and consider laying a complaint with the Ombudsman:
"Mark Hanna I am now the Senior Advisor at Police, and that [selectively asking requesters for evidence that they meet the OIA's eligibility requirements] would be very much against our policy (and the spirit, if not the letter, of the law) and our capacity. Police does the vast majority of requests and we have a small team in a devolved model, and we don't have the time to check. If you know if it happening - direct people straight to the Ombudsman."
